The Declaration of
the Latin American States on the Law of the Sea was adopted shortly after the
Montevideo
Declaration, on 8 August 1970 in Lima, Peru. It built on the assertions
contained in the earlier declaration, including by asserting the signatories
view of the
"inherent right of the coastal State to explore, conserve and exploit the
natural resources of the sea adjacent to its coasts and the soil and
subsoil thereof, likewise of the Continental Shelf and its subsoil, in order to
promote the maximum development of its economy and to raise the level of living
of its people." The signatories to
the Lima Declaration included Columbia, the Dominican Republic, Guatemala,
Honduras and Mexico, in addition to the Montevideo Declarants: Argentina,
Brazil, Chile, Ecuador, El Salvador, Nicaragua, Panama, Peru and Uruguay.
