entered into a foreign fishing agreement on 21 October 1978: see
(Angolan) Decrees 184/79 of 6 December 1979 and 234/79 of 8 July 1979,
both of which appear to ratify the provisional protocol entered into with
Bulgaria pursuant to the Agreement.
