Reform of the Common Fisheries Policy

The Commission’s Reform Package: An Introduction

Abstract
In May 2002, the European Commission published the first parts of a comprehensive package of reforms for the Common Fisheries Policy. These proposals concern almost every aspect of the fisheries policy, which – is as widely known – has not been successful at preventing the overexploitation of stocks, either in Community waters or outside. Various aspects of the reform process will be examined over the coming months in this journal. This article will provide an overview of the first set of proposals and of the current stage of the reform process.
