FAO International Plan of Action to prevent, deter and eliminate IUU fishing

Christopher Hedley

Abstract
An International Plan of Action to prevent Illegal, Unreported and Unregulated Fishing, was adopted by the Committee on Fisheries of FAO this month. The IPOA is a lengthy and comprehensive document, which is designed to be a "box of tools" to prevent  IUU fishing activities, including fishing by vessels flying "flags of convenience." This extended report reviews the background to the elaboration of the IPOA, both within and outside the FAO framework, and reviews the main provisions of the Plan.
