link between a State and a vessel flying its flag. However, there is no defintion of
genuine link in international law - attempts to define it have generally failed because of

requirement is not widely observed in the practice of States. |

or panels of net held vertically in the water-column. The fish are caught by their gills
in the net. According to their design, ballasting and buoyance, these nets may be used to
fish on the surface, in midwater or at the bottom.
